Some balloons are patched with mismatched fabric, while others glow faintly as if powered by some strange energy source. Bridges of woven rope and steel cables crisscross the air between clusters of floating buildings. Below, turbulent waves crash, sending mist upward. Occasionally, sparks of static electricity leap between the floating structures as thunder rumbles in the distance
